The article deals with the issues related to the transformation of the international system and its impact on the evolving new international order. The author assumes that such concepts such as “security”, “territorial integrity”, “national sovereignty”, “loyalty to the authorities”, now lose their meaning, or take on a new meaning. However, the attempts to regulate international relations which rely on universal values and universally binding rules are not necessarily doomed to failure, as world politics is characterized by interaction rules as well the rule of force.
В статье рассматриваются проблемы влияния трансформаций международной системы на становление нового международного правопорядка. Автор констатирует, что такие понятия, как «безопасность», «территориальная неприкосновенность», «государственный суверенитет», «лояльность власти», в настоящее время либо теряют свой смысл, либо приобретают новое значение. Тем не менее попытки регулирования международных отношений на основе универсальных ценностей и общеобязательных норм не обязательно обречены на провал, так как в мировой политике существуют не только закон силы, но и закон взаимодействия. |
