Description The author presents his understanding of the term «modernization» in relation to official Russian statistics and identifies its development stages; he also reveals the current conditions (international dimension, the challenges of our time) that dictate the need for further reforms related to the production of statistics in the Russian Federation. Special attention is paid to the key direction of modernization of the official Russian statistics - implementing the 2008 SNA into the national practice, which is impossible without a significant strengthening of the inter-agency cooperation and coordination. In the article, along with the questions concerning the development of the SNA, are formulated main directions for further reform of the social and demographic statistics, sample household surveys; statistics of economic activity, employment and unemployment; agricultural statistics, innovation statistics, information society statistics, standardization and centralization of the statistical production technology, increasing the transparency of statistics. The author emphasizes that the transition to the new format of the national accounting means the revision of the methodology for compiling accounts, carrying out new statistical surveys and development of classifications, implementation of the innovative technologies for collecting and processing of the statistical information required for different types of its users. As a result, a more complete description of the Russian Federation economy will be obtained, analytical potential and international comparability of indicators will increase (which should improve the way they are perceived by the potential investors, affecting the investment climate), along with the quality of regional statistics.
В статье характеризуются понятие «модернизация» применительно к официальной российской статистике и этапы ее развития, раскрываются современные условия (международный аспект, вызовы современности), диктующие необходимость дальнейших преобразований, связанных с производством статистических данных в Российской Федерации. Значительное внимание уделено центральному направлению в модернизации официальной российской статистики - внедрению в отечественную практику СНС 2008, невозможному без существенного укрепления межведомственного взаимодействия и координации. В статье, наряду с вопросами развития СНС, сформулированы основные направления дальнейшего реформирования социально-демографической статистики, выборочных обследований домохозяйств, статистики экономической активности, занятости и безработицы, статистики сельского хозяйства, статистики инноваций, статистики информационного общества, стандартизации и централизации технологии статистического производства, повышения открытости статистики. Переход на новый формат национального счетоводства означает, как подчеркивает автор, пересмотр методологии составления счетов, проведение новых статистических наблюдений и разработка классификаторов, внедрение инновационных технологий сбора и обработки статистической информации, необходимой для разных категорий ее пользователей. Будет получено более полное описание экономики Российской Федерации, повысятся аналитические возможности и международная сопоставимость показателей (что должно улучшить их восприятие потенциальными инвесторами, влияющее на инвестиционный климат), качество региональной статистики.
