Description The author reviews main E. Engel's achievements in the theory and methodology of statistics, his principle of publicity and the role of the German state in the organization and centralization of official statistics; the validity of the problem of obtaining reliable data for population censuses and surveys is associated with the regulation of the relations between the statistics and the society. The article demonstrates E. Engel's role in the reformation of the German statistics: in the transition to collecting data directly from households; method of recording using cards; understanding of statistics as a scientific discipline and as an applied apparatus without which public administration is impossible. The last work of Engel is estimated as the forerunner of the modern family economy. 
Рассмотрены основные достижения Э. Энгеля в теории и методологии статистики, его принцип гласности и роль в организации и централизации официальной статистики германского государства; актуальность проблемы получения достоверных данных при переписях и опросах населения связывается с регламентацией взаимоотношений статистики и общества. Показана роль Э. Энгеля в реформе германской статистики: в переходе к сбору данных непосредственно в домохозяйствах, к методу учета по карточкам, в понимании статистики как научной дисциплины и как прикладного аппарата, без которого невозможно государственное управление. Последняя работа Э. Энгеля оценивается как предтеча современной экономики семьи.
