Description This article is devoted to the important issue of information provision of environmental studies i.e. to the problems of accounting and management of municipal solid waste (MSW), in old terminology «household solid waste». The paper includes results of economic and statistical analysis of indicators in question; it lists negative trends of recent decades that were associated with both increased negative impacts on the environment from the growth of waste disposal sites and increase in losses of material resources. The authors scrupulously examined the underlying situation in Moscow, St. Petersburg and several other Russian cities. In the recent years Russian government adopted various laws and regulations on this subject to improve the existing environmental situation; this paper contains assessment of their effectiveness in regard to perfecting (bettering) MSW statistics. The authors explain the connection between statistical observation and the Federal Waste Classification Catalogue (FWCC). By doing so, they not only identified and described advantages of this Catalogue, but established the impediments to advancing statistical observation that require immediate removal. This article analyzes the development of MSW statistics in Russia, along with the system of indicators and statistical toolkit that is used in our country. There is also an assessment of the national and departmental statistics (more specifically, statistical observations in the system of the Ministry of Natural Resources and Environment of the Russian Federation). With regard to newly established fiscal element - environmental fee, the authors examine its subject matter; describe the procedure for its collection and spending, characterize measures associated with its accounting activities. In order to comprehensively cover the subject of the study, there is a review of organization system and methodology for collecting (acquiring) statistical data in OECD/Eurostat and the United States. In the case of OECD/Eurostat - is used the Joined Questionnaire that is sent out to the national statistical authorities. For the United States the authors selected two main organizational and technical approaches to collecting summary data. The paper presents the system for data aggregation, summary calculation, grouping, and etc. The authors selected most successful foreign practices for organizing statistics and accounting. They carried out economic and statistical analysis of MSW management, reflecting Russian and foreign trends in this area. The paper ends with critical feedback and relevant proposals.
Статья посвящена важной проблеме информационного обеспечения экологических исследований - вопросам учета и статистики твердых коммунальных отходов (ТКО), в прежней терминологии - твердых бытовых отходов (ТБО). Проведен экономикостатистический анализ, отмечены негативные тенденции, сложившиеся в последние десятилетия и связанные как с усилением негативного воздействия на окружающую природную среду в результате роста захоронения рассматриваемых отходов, так и с увеличением потерь материальных ресурсов. Подробно изучена ситуация в Москве, Санкт-Петербурге, ряде других российских городов. В статье исследуются принятые в России в последние годы законодательные акты и правительственные постановления, направленные на улучшение сложившейся экологической ситуации; дается их оценка с позиции эффективности или неэффективности их влияния на совершенствование и улучшение статистики ТКО/ТБО. Подробно раскрывается связь статистического наблюдения и Федерального классификационного каталога отходов (ФККО). При этом были выявлены и описаны не только достоинства этого Каталога, но и имеющиеся недостатки, препятствующие улучшению статистического наблюдения и требующие оперативного устранения. Проанализированы организация рассматриваемой статистики в России, применяемые в нашей стране система показателей и статистический инструментарий. При этом дается оценка как общегосударственной статистики, так и ведомственной статистики, в частности проводимым статистическим наблюдениям в системе Минприроды России. Раскрыта сущность вновь введенного фискального элемента налогообложения - экологического сбора. Описан порядок его взимания и расходования; дана характеристика мероприятий, касающихся учета данного сбора. В целях более объективного и комплексного раскрытия темы в статье исследуются организация и методология получения статистических сведений в системе ОЭСР/Евростата, а также в США. В основу рассмотрения системы ОЭСР/Евростата положен Совместный статистический вопросник этих организаций, рассылаемый для заполнения различным национальным органам государств. Что же касается США, то в статье представлены два основных организационно-методических подхода, применяемых для получения сводных данных в этой стране. Охарактеризована система обобщения информации, сводных расчетов, используемых группировок и т. д. Рассказано о наиболее интересных, на взгляд авторов, примерах организации статистики и учета из зарубежного опыта. Проведен сравнительный экономико-статистический анализ обращения с твердыми коммунальными отходами, отражающий российские и зарубежные тенденции в рассматриваемой области. В заключении статьи сформулированы общие критические замечания, сделаны интересные, на взгляд авторов, предложения.
