Description Published methodological materials represent proposals for the application of the provisions of the 2008 SNA in compiling the account of production for agriculture. Reviewed are the conceptual framework presented in the 2008 SNA, the statistical measurement of output, intermediate consumption and gross value added of agriculture, in terms of the organizational characteristics and information capacity of the CIS countries (on the example of the Russian Federation).In the description of the methodology of calculation of indicators of output in the production account for agriculture, the emphasis is on the scope of agricultural production and identification of statistical units in the statistical population under consideration, the methodology for the calculation and assessment of agricultural output, including animal raising, scope and methodology of calculation of the release of other types of activities included in the scope of agricultural statistics. The questions of methodology of calculation of intermediate consumption in the production account for agriculture are discussed namely, the General principles of statistical estimation of intermediate consumption, intermediate consumption border as an object of statistical observation, the features of statistical estimation of intermediate consumption. Given are the schemes of formation of the intermediate consumption indicator for agricultural enterprises and unincorporated enterprises in agriculture and the methodology of calculation of gross added value for agriculture.Analyzed are the sources of information used to compile the production account of agriculture from the perspective of the General provisions of the Global strategy to improve agricultural and rural statistics and the Recommendations of the FAO «System of economic accounts of foodstuffs and agriculture». Given are general characteristic of sources of information used currently in the CIS countries in the determination of output and intermediate consumption in the production account for agriculture. Discussed in more details are the sources of information used in practice when calculating the output and intermediate consumption of agriculture (on the example of the Russian Federation).The Annex provides an estimation of the changes in the value of inventories at average prices of the reporting period.
Публикуемые методологические материалы представляют собой предложения по применению положений СНС 2008 при составлении счета производства для сельского хозяйства, исчисления в условиях организационных особенностей и информационных возможностей стран СНГ на примере Российской Федерации показателей сельского хозяйства - выпуска, промежуточного потребления, валовой добавленной стоимости. Рассмотрена концептуальная основа, представленная в СНС 2008, статистического измерения выпуска и промежуточного потребления сельского хозяйства.В изложении методологии исчисления показателей выпуска продукции в счете производства для сельского хозяйства акцент сделан на вопросах охвата сельскохозяйственного производства и идентификации статистических единиц рассматриваемой статистической совокупности, методологии оценки выпуска продукции сельского хозяйства, в том числе выпуска выращивания скота, охвата и методологии исчисления выпуска других видов деятельности, включенных в сферу сельскохозяйственной статистики. Освещены вопросы методологии измерения промежуточного потребления в счете производства для сельского хозяйства: общие принципы статистической оценки промежуточного потребления, границы промежуточного потребления как объекта статистического наблюдения, особенности статистической оценки промежуточного потребления и приводятся схемы формирования показателя промежуточного потребления для сельскохозяйственных предприятий и некорпорированных предприятий в сельском хозяйстве и методологии исчисления показателя валовой добавленной стоимости для сельского хозяйствах.Проанализированы источники информации, используемые для составления счета производства сельского хозяйства, рассмотренные под углом зрения Общих положений Глобальной стратегии «Данные статистического наблюдения за деятельностью предприятий» и Рекомедаций ФАО «Система экономических счетов для продуктов питания и сельского хозяйства». Дана общая характеристика источников информации, используемых в настоящее время в странах СНГ при определении выпуска и промежуточного потребления в счете производства для сельского хозяйства (данные статистического наблюдения и данные отраслевых министерств). Более подробно рассматриваются источники информации, используемые на практике при исчислении выпуска и промежуточного потребления сельского хозяйства (на примере Российской Федерации).В Приложении приводится схема расчета изменения стоимости запасов материальных оборотных средств в средних ценах отчетного периода.
